I'm curious whether you considered designs that allow voters to delegate directly to Quorums themselves rather than to Quorum Candidates.

I'm assuming that in the current design, there is no need to persist Quorums over time and that they come and go, statistically, as needed.

Persisting Quorums and telegraphing their voting behavior could provide a more statistically stable values signal to help Delegating Members decide how best to delegate their votes. It would also likely introduce a whole new set of voting dynamics that would need to be carefully modeled and tested, of course.
